There's no chance for something happening.
Something is on the table or off the table can also apply to the possibilities, oppositions in business.
2.under the discussion= is being discussed
Role play:
A: The donor are definitely coming. I think some clients are coming, and It's not off the table.(the possibility of some clients' coming)
B: Wow, we really have to prepare for all possibilities.
A: Everything is on the table.
B: Got you. What about food? Louie provides veggie meals?
A: It's under discussion. Apparently the place doesn't have great options, but they will see.
B: Ok, yeah.
