San山:It is a little bit complicated to answer it. Firstly, go listen to some simple English podcasts. Secondly, Open your mouth to practice Oral English at same time. Last but not least, please try your best to remember native expressions as much as you can. So u r almost there.

AEE: How to Shout Out Others
1. talk up , say good things about someone or something .
-- 宣传，推销：积极地讨论或宣传某事物，以赢得他人的支持或赞同。
-- 直言不讳：直接、坦率地说话，不拐弯抹角。
eg, Wealthy universities talk up the benefits their name will give graduates; namely, strong alumni networks, star faculty, and a résumé boost.
富有的大学大谈自己的名声会给毕业生带来的好处，也就是，强大的校友网， 明星教员和为简历增添光彩。
2. shout out -- 大声喊出：在公开场合表达感激或认可的一种方式。
eg, I want to give a shout out to my parents for their surport .
Let's give a shout out to Ivan from China who help our country to get the silver.
shout at sb -- 对某人大声喊叫：以高声喊叫的方式向某人表达情绪或指责
3. someone did a outstanding job on...
it's formal taxt . normally for work situation.
4. i just have to say how + adj was / were
eg, i just have to say how vocal you were in the meeting, i love it thanks for participating.
i just have to say how enthusiasm the e-mail was .
5. commend 赞扬 赞许
to phrases someone / something formally.
eg, I'd like to commend the whole All Ear English team, like ... who has been with the company the longest for the stellar 一流的work they do .
