Yeah, it could. If we're going by British English, it does mean you're really drunk and intoxicated. Thanks for noticing, I'm going to add that to the vocabulary explanation. In American English, it no longer means tipsy or drunk, just means you're really angry. So yeah it depends on the context and the country, I used it thinking Raymond is American. Now drunk has been replaced with smashed, hammered, plastered, wasted, etc.
