[Mike]: Welcome back to Learn English with Podcasts! Sarah, have you ever dreamed of driving your house to the beach?

[Sarah]: Oh, all the time. Wake up, open the door, and the sea is right there. Is that real?
zh:哦，经常。睡醒打开车门，大海就在眼前。这是真的吗？
[Mike]: It can be real. It is called an RV. A small home on wheels, with a bed, a kitchen, and even a bathroom.
zh:这可以成真。它叫房车。一个带轮子的小家，有床、有厨房，甚至有卫生间。
[Sarah]: I love that idea. But RVs are still rare in China, right?
zh:我喜欢这个想法。但房车在中国还很少见，对吧？
[Mike]: That is why this news is big. 10 departments in China just shared a new plan. Nine moves to make RV life easier.
zh:所以这条新闻很重要。中国10个部门刚发布一个新计划。用九个举措让房车生活更方便。
[Sarah]: 10 departments? For RVs? That sounds serious. What is the first move?
zh:10个部门？为了房车？听起来很认真。第一个举措是什么？
[Mike]: Better RVs. Companies should make them more comfortable and more personal. More new energy models, more smart and green designs.
zh:更好的房车。企业要把房车做得更舒服、更个性。更多新能源车型，更智能、更绿色。
[Sarah]: Smart and green? Like solar power on the roof?
zh:智能又绿色？像车顶装太阳能板那样吗？
[Mike]: Exactly. Plus safer batteries, safer water and power systems inside. The goal is simple. A safer and nicer little home.
zh:没错。再加上更安全的电池、更安全的水电系统。目标很简单。一个更安全、更舒服的小家。
[Sarah]: Okay, nicer cars. But I worry about rules. How long can I keep one?
zh:好，车更好了。但我担心规定。一辆车能开多少年？
[Mike]: Good question. This is my favorite part. Small self-driving RVs for personal use will have no forced retirement age. Like a normal family car.
zh:问得好。这是我最喜欢的部分。个人用的小型自行式房车将没有强制报废年限。跟普通家用车一样。
[Sarah]: Wow, no forced retirement? What about rental RVs?
zh:哇，没有强制报废？那租赁用的房车呢？
[Mike]: Rental RVs get more time too. From 15 years to 25 years. And trailer RVs, the ones you pull behind a car, go from 15 years to 20 years.
zh:租赁房车的时间也变长了。从15年延长到25年。而旅居挂车，就是小车后面拖的那种，从15年延长到20年。
[Sarah]: That is a big change. But wait, do I need a special license to drive one?
zh:变化真大。等等，开这种车需要特殊驾照吗？
[Mike]: For big trailers, yes. You need a C6 license. The plan says more cities should offer C6 tests. So learning will be easier.
zh:拖大挂车的话，要的。需要 C6 驾照。新计划说更多城市要增加 C6 考点。所以考证会更容易。
[Sarah]: Good. I can buy it, I can drive it. But where do I park this big thing?
zh:好的，能买，能开。但这么大的家伙停哪儿？
[Mike]: You found the real problem. Many parking lots have low height bars. RVs cannot enter. The plan says cities must think about RVs when they set those bars.
zh:你找到了真正的问题。很多停车场有限高杆。房车进不去。新计划说城市设限高时必须考虑房车通行。
[Sarah]: And in daily life? I cannot just stop on the street.
zh:那平时呢？总不能随便停在街上吧。
[Mike]: Right. Cities are asked to build special RV parking areas. Tourist places must save space for RVs. Highway service areas should give water, charging, and waste services.
zh:对。城市要建房车集中停放区。景区要留出房车车位。高速服务区要提供补水、充电和排污服务。
[Sarah]: Waste services? You mean dirty water from the kitchen and bathroom?
zh:排污服务？你是说厨房和卫生间用过的脏水？
[Mike]: Yes. You cannot pour it anywhere. And some places will offer phone apps. You can find parking, book a space, and pay by phone.
zh:对。不能随便倒。有些地方还会提供手机应用。可以查车位、预约车位、手机支付。
[Sarah]: That sounds convenient. Where do people spend the night? In those parking lots?
zh:听起来很方便。那晚上住哪儿？就住那些停车场吗？
[Mike]: Better. In RV camps. The plan helps camps get land more easily. Simple camps without concrete ground can keep the original land type. That saves a lot of trouble.
zh:更好的选择。住房车营地。新计划帮营地更容易拿到用地。不硬化地面的简易营地可以按原地类管理。省了很多麻烦。
[Sarah]: And they will be in nice places, I hope. Not far in nowhere.
zh:希望它们都在漂亮的地方。不要建在荒郊野外。
[Mike]: In nice places. Near tourist spots, resorts, and beautiful driving routes. The plan also asks companies to design special RV travel routes.
zh:就在好地方。景区、度假区和风景道沿线。新计划还让企业打造特色房车旅游线路。
[Sarah]: I like road trips. But buying an RV is expensive. Can I just rent one first?
zh:我喜欢自驾游。但买房车很贵。能先租一辆试试吗？
[Mike]: Of course. Rental companies are encouraged to open more shops near tourist areas. With credit no-deposit service, and return in a different city.
zh:当然。鼓励租赁企业在旅游区多开网点。用信用免押服务，还能异地还车。
[Sarah]: Return in a different city? So I drive one way and fly back? Nice.
zh:异地还车？那我单程开过去再飞回来？太棒了。
[Mike]: And you can check the car by video first. Some companies use AI and virtual video to show you the car and guide you from far away.
zh:还能先视频看车。有些公司用人工智能和虚拟现实展示车辆、远程指导你用车。
[Sarah]: What about money? Any help to pay for it?
zh:那钱呢？买车花钱有支持吗？
[Mike]: Banks are asked to make better loan products for RVs. Insurance companies should make special RV insurance. Local governments can also help lower costs for rental and camp businesses.
zh:银行要推出更合适的房车贷款产品。保险公司要推出专门的房车保险。地方政府也可以帮租赁和营地企业降低经营成本。
[Sarah]: Sounds like full support. So I can just drive anywhere and enjoy freedom?
zh:听起来是全力支持。那我可以随便开去哪儿、享受自由了吗？
[Mike]: Almost, but not anywhere. The rules are clear too. No fire in the wrong place. No bad parking. No trash everywhere. No damage to parks and grass.
zh:差不多，但不是哪儿都行。规矩也很清楚。不能违规用火。不能乱停。不能乱扔垃圾。不能损坏公共设施和绿地。
[Sarah]: That makes sense. Freedom needs good manners.
zh:有道理。自由也需要好习惯。
[Mike]: And safety first. No new camps in areas with many natural disasters, or in very sensitive nature zones. The size must fit the land.
zh:而且安全第一。自然灾害多发、生态敏感脆弱的区域不能建新营地。规模也要和土地匹配。
[Sarah]: You know what is funny? We talk about freedom on wheels. But the most important thing is still a place to stop.
zh:你知道好笑的是什么吗？我们聊的是车轮上的自由。但最重要的还是一个能停下来的地方。
[Mike]: Yes. A house with wheels still needs a bed for the night. A parking space, clean water, and somewhere to pour dirty water.
zh:对。有轮子的房子晚上还是需要一张床。一个车位、干净的水，和一个倒脏水的地方。
