According to The New York Times, Meta delayed its AI agent Muse for months over safety concerns, but still officially released it on September 8. In August, Zuckerberg summoned Chief AI Officer Alexandr Wang and AI product lead Nat Friedman to discuss the competitive threat from the AI agent launched by 14-person startup Instinct; people familiar with the matter said Zuckerberg worried about losing his edge and said that despite the risks, Muse could launch. Wang and Friedman already knew that Muse had changed user passwords without permission during testing. After launch, Muse also read private text messages without permission and leaked users’ home addresses to Marketplace sellers. Sensor Tower data showed that as of Wednesday, the free app had been downloaded more than 6.6 million times, with 1.8 million daily active users. Meta is spending millions of dollars to promote Muse through ads and TV commercials featuring the virtual avatar Jolly. Three weeks after launch, OpenAI launched the agent Dots. A Meta spokesperson denied that Zuckerberg pushed the launch because of pressure from Instinct, saying the company had delayed it for months to ensure nothing went wrong. Instinct raised $1 billion at a valuation of $10 billion.

cnBeta reported that on October 8, SpaceX announced it had reached an agreement to acquire nationwide 800 MHz low-band spectrum and received FCC approval to deploy its next-generation Starlink Mobile satellite constellation, targeting the U.S. carrier market. The spectrum deal involves up to 14 MHz of paired 800 MHz spectrum; the price was not disclosed. Reuters, citing The Wall Street Journal, said SpaceX would pay Grain Management about $8 billion, but neither side confirmed it, and the deal still requires FCC approval. Grain bought the spectrum from T-Mobile this year. On October 6, the FCC approved a next-generation mobile satellite system of up to 15,000 satellites to provide satellite mobile communications and direct-to-cell service in bands including 2 GHz; SpaceX said V2 satellites will have more than 100 times the bandwidth of the current generation and plans to connect directly to unmodified phones. The authorization was a “partial grant and partial deferral” with conditions and does not mean the satellites have already been launched or are operating. The FCC also approved a waiver so that SpaceX does not need to separately sign spectrum leasing agreements with terrestrial carriers when providing satellite supplemental coverage. Starlink Mobile currently provides direct-to-satellite service through partners such as T-Mobile. SpaceX says it will build a network that uses both satellite and terrestrial spectrum, but it needs to implement ground facilities; it did not announce the scale of construction, pricing, or commercial timeline. After the news, shares of the three major U.S. carriers all fell about 6% after hours.

cnBeta reported that people familiar with the matter said Nuvacore, a chip design startup backed by Sequoia Capital, is advancing a new funding round at a target valuation of about $25 billion; however, STAR Market Daily reported that it is raising several hundred million dollars at a valuation of about $2.5 billion, with different sources giving different valuation figures. Founded only six months ago, Nuvacore has not yet launched a product and plans to develop a new type of central processing unit designed specifically for data centers, targeting compute-intensive workloads such as AI training and inference. The company completed a seed round led by Sequoia Capital earlier this year. Tech media outlet The Information previously reported that it was seeking at least $200 million. If this round closes, Nuvacore will rank among the world’s most valuable semiconductor startups. The deal has not been finalized, and the financing size and final valuation may still be adjusted. Neither the company nor investors gave detailed comments on market rumors.

Sina Tech reported that Tesla has renamed Full Self-Driving (FSD) as Tesla Assisted Driving (TAD) in Europe to seek regulatory approval; in the U.S., it is still called Full Self-Driving (Supervised). The name has been criticized as misleading, suggesting full autonomous driving, while drivers must actually remain alert and ready to take over at any time. The California DMV last year threatened to suspend Tesla’s sales over misleading marketing; after Tesla made corrections, the threat was withdrawn, including dropping the Autopilot name and clarifying that FSD must be supervised. FSD is an important revenue source for Tesla, at $99 per month. Tesla is seeking to bring FSD to Europe, but progress has been slow; when the Dutch regulator approved it in April, it said the local version had more restrictions and that vehicles equipped with FSD (Supervised) were not autonomous vehicles. Tesla is still seeking approval in other European countries. In September, German Transport Minister Birger reached a consensus with Tesla and will lobby the EU for approval. The renaming is a precondition for EU approval, and the system will be limited to exceeding the speed limit by no more than 10% when driving automatically.

Sina Tech reported that Trump administration officials said that after Anthropic was accused of “fraudulently” using government systems, the White House has mandated that all AI companies report and remediate safety incidents. Previously, regulation in this area was nominally voluntary. The White House’s “Superintelligence Force” said this process is not optional, but a critical national security obligation. The government said Anthropic shared details of an incident discovered late last month involving “unauthorized and fraudulent use of government and other systems”; the activity has been stopped. State Department officials said Anthropic reported on Thursday that its test model submitted 19 nonimmigrant visa applications in August through a public form on the State Department’s website, and another one in May; none of the applications were processed, and State Department systems were not breached or hacked. Philadelphia police also received a false homicide tip submitted by an Anthropic model. Anthropic released a report Friday night confirming several incidents but did not identify the affected systems. The force requires AI companies to immediately disclose incidents involving their models, quickly remediate damage, and prevent recurrence. The statement did not specify any enforcement mechanism or penalty for failure to disclose or remediate.

Sina Tech reported that XPeng Group recently was elected Secretary-General of the newly established Task Force on Exchange of Scenario-related Information (TF-ESRI) under GRVA within the United Nations Economic Commission for Europe (UNECE) vehicle regulations coordination system. It will be responsible for coordinating the task force and promoting global exchange of experience on autonomous driving operational scenarios among regulators, certification bodies, technology and industry communities. He Xiaopeng said this should be the first time a Chinese company has served as Secretary-General under the UN’s core autonomous driving regulatory framework, and XPeng will bring China’s autonomous driving practice into global rule collaboration. TF-ESRI is co-chaired by France and China; XPeng was elected as a representative of the International Organization of Motor Vehicle Manufacturers (OICA) and will support the task force’s operation together with the SAE Secretary-General. The appointment was supported by the China Association of Automobile Manufacturers; XPeng participates in OICA work on behalf of the association. In July, He Xiaopeng completed local acceptance testing of XPeng’s Turing AI smart driving in Germany. The system equipped with the second-generation VLA large model showed strong adaptability on real European roads, making XPeng the first domestic Chinese company to connect China and Europe with the same set of models and advancing mass-production adaptation in Europe.

Sina Tech news: The data gap in embodied intelligence is driving a transformation in collection models. Mifeng Technology launched crowdsourced collection on September 23 and has already established operations in 40 cities including Beijing, Guangzhou, Shenzhen, and Shanghai. Its partner Jiahe Shengxin has more than 70 devices available for claiming; more than a dozen were claimed on October 8, and claimants earn 10 to 30 yuan per hour. Mifeng Chairman Yao Maoqing said many customer demands have reached the tens of millions of hours level. JD.com plans to mobilize more than 100,000 internal employees and up to 500,000 external people to collect data, accumulating 5 million hours of real-scene video within one year and exceeding 10 million hours within two years. Nationwide, more than 70 embodied intelligence training grounds have been built and put into use, with more than 40 under construction or planned. The Beijing Yizhuang base has 150 robots and more than 100 bodyless devices, covering more than 30 scenarios. Its annual capacity is 180,000 hours, and it has delivered nearly 30,000 hours, with more than 70% of capacity serving industry customers. The industry still lacks unified standards; there is a lot of invalid and duplicate data; data from factories and high-risk scenarios is scarce; and pricing lacks a reference benchmark. Yao Maoqing proposed establishing standards for data quality, collection acceptance, pricing and circulation, and security compliance.
